www.example.(HERE)
It doesn't matter if it's country-specific or generic, as long as there aren't any registration limitations.

internetbs.net for .net domain names $5.75
godaddy.com for the rst with a coupon code ...search for some and mostly they are $7 - $8 a year for .com .org etc

I have a full time job and not a ton of time to devote to creating a mini site, so my question is this - should I get the domain name and hosting as soon as I´ve written a couple of articles and then add the remaining 3 or 4 articles to the website every week or so and then post the remaining 20 articles to the article directories over the next 20 weeks as I write them and now i am doing ccna, or is it more advantageous to save up all 25 articles and then post them all at once to the website and directories? I´m interested here in the effect on traffic to the minisite, not on any time savings I might make by submitting all my articles at once, or money saved on a couple of months fruitless webhosting
